Russia, the Russian state-owned company Rosatom, and Laos have signed an agreement on cooperation in the field of nuclear energy (Rosatom press release, 15/06/2026).
The signing of this agreement will allow the parties to begin discussions on a potential project for the construction of a Russian-designed nuclear power plant in Laos. As an initial step, a preliminary feasibility study is proposed to assess the integration of nuclear power into the country’s energy system, according to Rosatom.
“The study will help determine the optimal project configuration and potential locations for the plant, enabling the Lao side to make an informed decision regarding the development of a national nuclear energy programme”, the company stated in its press release.
According to our data, Laos remains heavily dependent on hydropower, which accounts for nearly 80% of installed power capacity. The country is often referred to as the “Battery of Southeast Asia”, as electricity exports are significant and represented around 75% of total production in 2024, or approximately 39 TWh (Enerdata Global Energy Research).
